Vic: Some prisoners have access to cigarettes despite work bans

MELBOURNE, Feb 3 AAP - Management at Victoria's prisons have taken over some duties
that guards waging an industrial campaign are refusing to perform.

A spokesman for corrections commissioner Kelvin Anderson said managers at the state's
11 jails were performing some of the duties of prison guards.

Guards stepped up industrial action yesterday after pay talks with the state government,
which began in December, reached a stalemate.

They are refusing to process contact visits, move prisoners' property or work alone
